Wales is divided into 22 geographical areas known as counties or boroughs. These counties are managed by local authorities (also known as Councils). Local authorities have many responsibilities. These include schools, housing, helping vulnerable people and making sure waste is collected. Each area has its own rules about how the local authority manages things and what residents have to do.
